2017年9月,杭州市拱墅区人民政府和教育主管单位,撤消拱墅区教师进修学校、教研室、教育科研室,建立杭州市拱墅区教育研究院。首任院长由沈旭东担任。突破原先教师进修学校、教学研究室、教育科学研究室三驾马车、各行其政的体制束缚,与拱墅区教育局接轨,统领二办(党委办公室、行政办公室)、六中心(教师发展研究中心、教学发展研究中心、教育科学研究中心、学校发展研究中心、学生成长研究中心、智慧教育发展中心)。
2019年,拱墅区教育局党委书记徐旭勇提出:提振北部教育,高水平打造区域优质均衡教育,使每所学校、幼儿园都成为老百姓认可的“家门口的好学校”。赵群筠局长相应地提出评判好学校的标准。她认为“一个校长决定了一所学校的高度,一群老师决定了一所学校的厚度,一群家长决定了一所学校的宽度,一群孩子决定了一所学校的温度。同时,提出“最好的教育,是把一个孩子的内心引导出来,让他成长为自己最好的样子。” 推出“在教师评选,把职称、荣誉等都抛在一边,而把学生喜欢、家长信任、同行认同、教学有效作为优秀教师评选的标准。而且,把学生喜欢放在首位。” 2023年,以拱墅区教育党委书记、局长陈亮为核心的领导班子,正式推出了“拱墅教育大脑”。陈亮书记、局长把“拱墅教育大脑”形象地比作一座区域教育数据融通的立交桥,“它纵向对接国家和省级教育数据中心,横向贯通市区电子政务数据资源,集成了数据中枢、组织中枢、应用中枢、资源中枢、安全中枢、监管中枢等核心组件,承担区校一体化推进数字化改革的数字基座角色”。进而,指出:拱墅教育要“站在高原造高峰”,不断深化改革,锚定“打造教育优质均衡发展区”目标持续发力,为拱墅高水平打造“时尚之都、数字新城、运河明珠”提供有力的人才和智力支撑。
拱墅区教育研究院根据区教育局顶层设计,召集六大发展研究中心团结合作,齐心协力,优化整合教育资源,重管理、强科研、创精品、求发展,共同完成任务,实现目标。学校发展研究中心通过品牌引领、集群发展、第三方评价、AI赋能、精准施策等举措,提升治理效能,促进学校教育优质均衡发展。
