通行本(繁)：

不尚賢，使民不争；不貴難得之貨，使民不為盗；不見可欲，使民心不亂。

是以聖人之治，虚其心，實其腹，弱其志，强其骨。常使民無知無欲。使夫智者不敢為也。為無為，則無不治。

通行本(简)：

不尚贤，使民不争；不贵难得之货，使民不为盗；不见可欲，使民心不乱。

是以圣人之治，虚其心，实其腹，弱其志，强其骨。常使民无知无欲。使夫智者不敢为也。为无为，则无不治。

白话文解释：

不要推重贤能之人，免得使人民竞争。

不要珍重稀有物品，免得使人民偷盗。

不要引起欲望，使民心不乱。

因此，圣人的治理，要简化人民的心思，填饱人民的肚子，减弱人民的意志，强健人民的筋骨。常使人民无知无欲，常使智者不敢作为。

只要做到“无为”，就没有“不治”的麻烦。

Without Action

Not praising the worthy prevents contention,

Not esteeming the valuable prevents theft,

Not displaying the beautiful prevents desire.

In this manner the sage governs people:

Emptying their minds,

Filling their bellies,

Weakening their ambitions,

And strengthening their bones.

If people lack knowledge and desire

Then they can not act;

If no action is taken

Harmony remains.
