Dear Sir or Madam,

In order to earnestly implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and thoroughly carry out the strategy and deployment of the CPC Central Committee on accelerating the construction of a modernized economic system, the "World Conference on Clean Energy Equipment 2022", co-hosted by the People's Government of Sichuan Province and the Ministry of Industry and Information Technology of the People's Republic of China, will be held in Deyang, Sichuan from August 27 to 29, 2022.

As one of the three power equipment manufacturing bases in China, Deyang is China's major technical equipment manufacturing base and hosts an international experimental project facilitating cleantech & renewable energy equipment manufacture industrial development by the United Nations Industrial Development Organization (UNIDO), and it is committed to building a world-class clean energy equipment manufacturing base.

Taking the "New Energy Intelligent Equipment Makes New Era" as the theme and insisting on the principle of "Internationalization, Specialization and Marketization", the Conference will mainly include the opening ceremony, the main forum, policy interpretation, industrial matchmaking, "Tour of Pillars of the Great Power – Approaching Deyang", industrial and financial matchmaking, glory night for entrepreneurs, closed-door symposium, sub-forums, exhibition and display, investigation of demonstration scenarios and other events. On the occasion, well-known entrepreneurs, experts, scholars and representatives of industrial organizations both at home and abroad in the field of clean energy equipment will gather together in Deyang, Sichuan, to share the development event of the clean energy equipment industry.

New Energy, New Intelligent Manufacturing, New Era
"New Energy" refers to the ultimate energy for human society, which shall be green and renewable clean energy. "New Intelligent Manufacturing" refers to the development trend of digitization, networking and intelligentization of clean energy equipment. "New Era" means that in accordance with the strategic deployment of "Four Revolutions and One Cooperation", the clean energy and clean energy equipment industries will flourish and open a new era of carbon neutrality.

大会背景

（一）迎接全球能源发展变化趋势
从全球能源发展的大环境出发，绿色低碳循环发展已成为当下科技革命、产业变革的主要方向，绿色经济亦是成为全球产业的竞争重点。随着数智时代的到来，世界能源正全面加快转型，传统能源产业“高投入、高消耗、高污染”的发展模式正被逐步取代，全球能源发展呈现出低碳化、智能化、多元化、多极化趋势。

(1)Meeting the Trend in the Global Development and Change of Energy

With a view to the overall situation of the global development of energy, green and low-carbon circular development has become the primary direction in which science and technology revolution and industrial transformation move currently, and green economy has become a key-focused competition among the industries in the world.
With the advent of the digital and intelligent era, the overall transformation of the world's energy industry has been accelerated, in which the development mode of "high input, high consumption and high pollution" in the conventional energy industry has been gradually replaced. The energy development in the world has ushered in a low-carbon, intelligent, diversified and multi-polarity trend. （二）遵循“十四五”未来能源发展方向目标
《“十四五”现代能源体系规划》指出，增强能源供应链安全性和稳定性、推动能源生产消费方式绿色低碳变革、提升能源产业链现代化水平，既是“十四五”现代能源体系建设的重点，也是未来能源发展的方向目标。 (2)Following the Direction and Goal for Energy Development in the 14th Five-year Plan Period

It is pointed out in the Planning of Modern Energy System for the 14th Five-year Plan Period that enhancing the security and stability of the energy supply chain, promoting green and low-carbon reform in the production and consumption mode of energy, and improving the modernization level of the energy industrial chain are both the key point in the modern energy building in the 14th Five-year Plan Period and direction and goal for energy development in the future.

(3)Clean Energy Equipment as the Fundamental Support to the Promotion of Energy Revolution

With Xi Jinping Thought on Socialism with Chinese Characteristics as the guideline, the World Conference on Clean Energy Equipment 2022 will endeavor to implement the Action Plan for Carbon Dioxide Peaking before 2030 as promulgated by the State Council. Footing on the new development period, the Conference will practice the new development concept, integrate into the new development pattern, carry out the strategy to make China stronger in manufacturing, hoist the modernization of the industrial chain and the industrial foundation up to a higher level and preempt the commanding heights of low-carbon economy in order to boost our national efforts to make China a strong nation in clean energy equipment manufacturing.

（四）引领我国装备产业转型升级
2022年是党的二十大召开之年，是实施“十四五”规划关键之年。站在新的历史起点，本届大会的举办对于我国整个装备产业适应国家能源转型、经济转型，起到及时的推动乃至引领作用。通过部、省协作，2022世界清洁能源装备大会将致力于办成国际知名、特色鲜明的世界级产业大会，搭建集清洁能源装备前沿科技交流、产业协同发展、投资项目对接、示范应用展示于一体的国际产业合作交流平台，以会展集聚带动产业集聚，以市场化带动专业化，促进全球清洁能源装备企业、项目、人才和资金向中国汇聚，向四川集中。 (4)Driving the Conventional Equipment Industry in Transformation and Upgrading

The year 2022 will see the convening of the 20th National Congress of the Communist Party of China (CPC), which is also a crucial year for implementing the 14th Five-year Plan. From a new historic starting point, the Conference will play a leading role in time to promote and drive the whole equipment manufacturing industry in China to suit the national transformation of energy and economy. Through synergy between the ministries and the provincial authority, we will endeavor to make the World Conference on Clean Energy Equipment a world-class industry conference with distinct characteristics to be well-known both at home and abroad. With this mission in mind, we will work to set up a grand arena for international exchange and cooperation on advanced technologies for clean energy equipment, industrial coordinated development, investment project connection, demonstration and application, all in one. By virtue of this Conference and based on market-oriented professionalism and expertise, we will try to help clean energy equipment manufacturers, projects, talents and capital converge toward China, and concentrate on Sichuan in particular.

四川简称川或蜀，位于中国西南部，地处长江上游，素有“天府之国”的美誉。全省面积48.6万平方公里，辖21个市（州）、183个县（市、区），与重庆、贵州、云南、西藏、青海、甘肃和陕西等7省（自治区、直辖市）接壤，有全国最大的彝族聚居区、第二大藏族聚居区和唯一的羌族聚居区。2020年末全省家庭户人口7709.3万人、常住人口8367.5万人，其中少数民族人口568.8万人。

四川省是全国三大动力设备制造基地和四大电子信息产业基地之一。全年电子信息、装备制造、食品饮料、先进材料、能源化工等五大支柱产业营业收入4.03万亿元，增长9.6%。数字经济核心产业增加值达4012亿元。已组建30余个智能制造、5G、区块链、工业互联网、超高清视频等产业联盟，1299家省级以上企业技术中心、78家省级以上技术创新示范企业。拥有176个认定重大技术装备首台套、新材料首批次、软件首版次产品，保费支持4.8亿元。核电装备、重型燃机、工业级无人机等产品研制跻身全国乃至世界前列。

Sichuan, located on the upper reaches of the Yangtze River in the southwest of China, has been known as a Land of Abundance since ancient times. Covering an area of 486,000 square kilometers, Sichuan governs 21 municipalities/ prefectures and 183 counties/ cities/ districts, neighboring with Chongqing, Guizhou, Yunnan, Tibet, Qinghai, Gansu and Shaanxi. In Sichuan there are colonies for the Yi ethnic people, the largest in the country, and for the Tibetan and Qiang people, the second largest in the country. As of the end of 2020, Sichuan had 77.093 million households, a population of 83.675 million permanent residents, among whom there was a population of 5.688 million ethnic minorities.
Sichuan is one of the three manufacturing bases for power generating equipment and one of the four manufacturing bases for electronic and information technology. A total revenue worth of RMB 4,030 billion is annually generated from the five pillar industries, namely the electronic and information technology industry, equipment manufacturing industry, food and beverage industry, hi-tech material industry, and energy and chemical industry, which is an increment of 9.6%. From the core industry in digital economy, the added value is as high as RMB 401.2 billion. An industrial alliance is already in place with some 30 enterprises in intelligent manufacturing, 5G, block-chain, industrial internet, and HD video and so on. There are some 1,299 enterprise technical centers and 78 innovative technology demonstration enterprises above provincial level. Meanwhile, there are 176 projects confirmed as the first set of equipment, first batch of new materials, and first version of software, which have received support premium worth of RMB 480 million. Furthermore, Sichuan ranks among the top in China as well as in the world in terms of research and development of nuclear power generating equipment, heavy thermal power generating equipment, and industrial drones, etc.

德阳地处四川成都平原腹心地带，紧邻省会城市成都，是成渝地区双城经济圈重要节点城市和成都都市圈重要组成部分。德阳是中华文明起源地之一，以“世界第九大奇迹”三星堆为代表的古蜀文化、儒家文化、德孝文化、三国文化在这里交融发展，先后获得中国优秀旅游城市、国家园林城市、国家森林城市、国家卫生城市、全国文明城市等国家级城市荣誉。
德阳是中国重大技术装备制造业基地和联合国清洁技术与再生能源装备制造业国际示范城市，拥有国机重装、东方电机、东方汽轮机、东方锅炉、东方风电等一批龙头企业，也有一大批活力十足的配套发展中小企业，成功研制出“华龙一号”核电机组、白鹤滩百万千瓦水电机组等一批“国之重器”，全国60%的核电机组、50%的大型电站铸锻件、40%的水电机组、30%的火电机组都由德阳制造，重型燃气轮机等15个能源装备产品市场占有率国内第一，发电设备产量连续多年居世界第一。2021年，成（都）德（阳）高端能源装备产业集群成功入选国家先进制造业集群。

Deyang, located in the heartland of the Chengdu Plain in Sichuan, is adjacent to Chengdu, the provincial capital, and is a major component of the Chengdu cosmopolitan sphere as well as important link within the Chengdu-Chongqing twin-city economic sphere.
As one of the birthplaces of the Chinese civilization, Deyang hosts the Sanxingdui ruins, which is known as the 9th wonder in the world. It is where the ancient Shu culture, Confucianism, filial piety culture and the three-kingdom culture are in interplay. Deyang has been successively honored as a top tourism city, landscaped city, forested city, clean city and civilized city.
Deyang is a national manufacturing base for heavy technical equipment and hosts an international experimental project facilitating cleantech & renewable energy equipment manufacture industrial development coordinated by the United Nations Industrial Development Organization (UNIDO). There is a number of leading enterprises such as Sinomach-HE, Dongfang Electric Machinery, Dongfang Turbine, Dongfang Boiler and Dongfang Wind Power, plus a large number of small and medium-sized enterprises that are very active in the supply chain. Consequently, a number of national key projects have been researched and developed. For example, the Hualong No. 1 nuclear generating unit, and the mega kilowatt hydropower generating units at Baihetan Power Station, among others.
In China, 60% of the nuclear power generating units, 50% of the castings and forgings for large-scale power stations, 40% of the hydropower generating units, and 30% of the thermal power generating units are made in Deyang. 15 products of energy equipment including heavy gas turbines take the No. 1 market share in China.
Proudly, Deyang ranks the first in the world in terms of the output of power generating equipment for several consecutive years.
In 2021, the Chengdu-Deyang manufacturing cluster for high-end energy equipment was successfully listed as one of the national advanced manufacturing clusters.

The distinctive town is located in Deyang Economic and Technological Development Area, adjacent to Hanjiang Road in the north, Qilianshan Road in the east, and stretching to Jialingjiang West Road in the south and Jinggangshan Road in the west, covering a planned area of 4.82 square kilometers, to be constructed from 2022 to 2025.
In the distinctive town, three spaces are available for production, necessities of living and ecological system respectively, with focus on clean energy equipment for the world as the leading industry, and prominence to industrial community, culture and tourism and general pattern for one industrial culture corridor, one core of the town supported with industrial development, vocational education, and cultural creations, plus zone for living, zone for intelligent manufacture, zone for innovation and zone for cultural, tourism and ecological system.
